Beat cake mix with eggs, butter and water until combined, 1-2 minutes. Stir in white chocolate chips. Drop by small spoonfuls, about 2 T per cookie, onto a parchment lined cookie sheet, spaced 1-2 inches apart.
Bake at 350 for 7-10 minutes. Cookies might look a little under done but will set up when cool. Let cookies cool completely before decorating.
Frost cookies with icing and sprinkle with peppermint if desired.
