Using 2 mixing bowls, place the flour, salt, baking powder, 1/4 cup sugar and baking soda in one bowl and the cream cheese and extracts, and 1 T milk in the other.
Stir the dry ingredients together and beat the cream cheese with the extracts until smooth.
Add the 1/2 cup milk or cream, butter and eggs to cream cheese and beat to combine.
Slowly add dry ingredients to the wet, and combine thoroughly into a thick batter.
Spoon into cupcake paper lined muffin pan, about 2/3 full. Top with a generous sprinkle of sugar.
Bake at 350 for 20 minutes, just until set and beginning to turn golden. Do not overbake or muffins will be dry. Makes 12
